一、推行设备租赁的必要性 传统的设备管理体制在过去曾起到一定的积极作用,但在推行现代化设备管理的今天,它已不适应,甚至阻滞了煤炭工业的发展。它存在下面的弊端和问题: 1.企业的设备由国家投资,在这种情况下,企业很少考虑经济效益,多购置了不少设备,造成设备使用率低(57％)、完好率低(77％)、待修率高(15％)、闲置多,很多设备未能很好地发挥作用。 2.企业实行综合折旧或设备不提折旧,设备资金不能收回,大大地影响了设备的更新速度。 3.设备的选型、购置、使用、管理脱节,造成的浪费很大。
