在政府主导的非物质文化遗产保护中,民族民间文化发展出现了新的趋势,在各民族文化传统的重构与发展中,一些文化元素得到彰显,并在重构体系中处于核心位置,相反,有些文化元素,在这一过程中逐步被遮蔽,原有的文化形式出现了一定的变异,在这种文化选择中,人为因素影响较大。主导这种选择的往往是地方的民俗文化精英,即在一定区域内的民俗活动中,有名声、有影响力的参与者,以及可以与地方权力机构进行有效沟通的民俗活动采纳者。他们在“非遗”的文化语境中,日趋活跃,成为文化保护中的特殊角色,对地方文化建设产生了重要的影响。如何认识“非遗”保护工作中这样一个群体的作用和影响,进而探讨政府主导、社会广泛参与的“非遗”保护工作模式的官民之间互动的各种影响因子,对于我们适当调整政策,推进“非遗”保护工作以及文化建设事业健康发展,会有所启发。
In the protection of government-led non-material cultural heritage, there has been a new trend in the development of ethnic folk culture. In the reconstruction and development of various ethnic and cultural traditions, some cultural elements are highlighted and are at the core of the reconstruction system. On the contrary, Some cultural elements are gradually obscured in this process. Some changes have taken place in the original cultural forms. In this kind of cultural choice, human factors have a greater impact. Leading this choice is often the local folk culture elite, that is, in a certain area of folk activities, there are famous and influential participants, as well as adopters of folk activities that can communicate effectively with local authorities. They have become increasingly active in the cultural context of “non-legacy” and have become special roles in cultural protection and have had an important impact on the local cultural construction. How to understand the role and influence of such a group in the “non-legacy” protection work and then to explore various influencing factors of interaction between officials and citizens in the “non-legacy” protection mode led by the government and widely involved by the society. For us Appropriate adjustment of policies to promote “non-heritage ” protection and the healthy development of cultural construction, will be inspired.
