一部叫做《农民专业合作社法》的法律今年7月1日正式实施。这意味着,从这天起,一些得不到法律认可的农民专业合作组织可以到工商行政管理部门名正言顺地上“户口”了。这部去年10月通过的法律,自其制订之日就引起了包括农民在内的社会各界的广泛关注。有人用“一根筷子轻轻被折断,一把筷子牢牢抱成团”的比喻恰当地道出了这部法律对于现阶段农民的重要性。为了配合这部法律的实施,今年5月28日,国务院出台了《农民专业合作社登记管理条例》,对合作社如何到有关部门办理相关手续做了更加明确的规定。
A law called “Farmers’ Professional Cooperatives Law” came into effect on July 1 this year. This means that from this day on, some specialized farmers’ cooperatives that are not recognized by the law can just and properly declare to the industrial and commercial administrative department. The law passed in October last year has drawn widespread public concern in all sectors of society, including peasants, since its formulation. Some people use “a chopsticks gently broken, a chopsticks hold firmly into a group,” the analogy of the law correctly for this stage of the importance of peasants. In order to cope with the implementation of this law, the State Council promulgated the “Regulations on the Registration and Management of Farmer Professional Cooperatives” on May 28 this year and made clearer provisions on how the cooperatives went to relevant departments to handle relevant formalities.
