最近,崔乃夫部长视察福建省基层政权建设工作时指出:怎样治理瘫痪、半瘫痪的基层自治组织?漳墩乡介绍的做法是很好的,切实可行的。他们把瘫痪、半瘫痪或涣散的村分成四类,针对四类,提出了四种办法。我认为在他们的四条经验中,最值得注意的是两条:一是从实际出发,分类指导,对症下药,认真分析造成瘫痪、半瘫痪的原因,有针对性地采取不同的方法去解决;二是要建立起集体经济和组织一个好的班子,如果没有集体经济,如果没有好的班子,村委会建立不起来,集体经济也建立不起来。大家要有长期奋斗的思想准备,有的地方可能几十天搞起来,有的几个月、甚至几年都搞不起来。因此,要设想用三至五年时间去完成这一任务,不是一蹴而就。既要看到解决瘫痪、半瘫痪村委会是有办法的,又要看到难度大,要有韧性和长期性的准备.
