美国凭借其主导的国际金融秩序和美元在国际金融交易结算中的核心地位,建立起一整套完整的金融制裁的运作体系,并将其作为对外政策中的重要工具,相继对伊朗、朝鲜、叙利亚、俄罗斯等多个国家和地区实施金融制裁。研究美国金融制裁的运作体系、主要手段及反制裁措施对构建我国的金融制裁威胁预警机制、维护我国境外金融资产安全具有重要启示。
By virtue of its leading international financial order and the centrality of the U.S. dollar in the settlement of international financial transactions, the United States has established a complete system of operation of financial sanctions and used it as an important tool in its foreign policy, one after another to Iran, North Korea and Syria , Russia and other countries and regions to implement financial sanctions. Studying the operating system, the main means and anti-sanctions measures of U.S. financial sanctions is of great significance to the establishment of China’s early warning mechanism of financial sanctions threat and safeguarding the safety of overseas financial assets.
