为了积极准备价格改革,当前亟待进行两方面的工作。第一是完善承包制。包括对承包制本身的完善和实现承包风险的社会化。完善承包制的重点是在大中企业实现“二级承包”,由企业董事会向政府承包利润或资产指标,董事会选聘总经理,总经理向董事会承包可以比较具体,以解决政府对一些重点企业下达指标过多、对经营者要不就不监督、要不就乱干预的问题,把资产管理和经营管理相分离。董事会可借鉴国外经验,由政府代表、职工代表和外部专家(主要是企业的贷款单位、用户单位等)各占三分之一组成。
