1.2011年8月11日国家质量监督检验检疫总局令第143号公布2.自2012年2月1日起施行第一章总则第一条为保证进出口化妆品的安全卫生质量,保护消费者身体健康,根据《中华人民共和国进出口商品检验法》及其实施条例、《化妆品卫生监督条例》和《国务院关于加强食品等产品安全监督管理的特别规定》等法律、行政法规的规定,制定本办法。
