2015年制定的《国家安全法》,是一个综合性、全局性和基础性的“大国家安全法”。新的国家安全法覆盖面较广,覆盖了国家安全的各种类型和各个领域,是一个落实总体国家安全观的法律。作为一个框架性、基础性法律,它奠定了国家安全法律制度体系的基础。它重在构建国家安全的法律制度体系,解决影响国家安全的突出问题,是一部集内部安全与外部安全、国土安全与国民安全、传统安全与非传统安全、自身安全与共同安全于一体的综合性、全局性、基础性国家安全基本法。
