1、研究开发投入增加,设备投资减少 日本对电子信息工业的投资主要用于两方面,一是对新技术和重点项目的研究开发投资,二是对设备的投资。 1996年和1997年日本电子信息工业的研究开发费用分别为24003亿日元和25776亿日元,分别占当年电子信息工业产值的9.8%和10%。其中,1997年通产省“高度信息化计划”在信息化方面的投资预算为270亿日元,重点放在网络建设、软件开发和先进电子器件的开发方面。1996年日本邮政省提出《电子信息技术研究开发基础计划》,启动时间在2000年前,研究经费总额为1800亿日元,开发重点仍是网络技术。
1. Increased investment in research and development, reduced investment in equipment Japan’s investment in the electronic information industry is mainly used in two aspects: first, investment in research and development of new technologies and key projects, and second, investment in equipment. In 1996 and 1997, the research and development costs of the Japanese electronic information industry were 2,400 million yen and 2,577.6 billion yen, respectively, which accounted for 9.8% and 10% of the output value of the electronic information industry in the same year. Among them, the 1997 investment plan for the “Highly Informatized Plan” of the Ministry of Economy and Trade was 27 billion yen, with an emphasis on network construction, software development, and the development of advanced electronic devices. In 1996, the Japan Postal Ministry proposed the “Basic Plan for the Research and Development of Electronic Information Technology.” The start-up time was 2000 years ago, and the total amount of research funds was 180 billion yen. The development focus is still on network technology.
