随着社会主义现代化进程的加快,国家综合国力的竞争已由传统的军事领域—经济领域—科技领域—向文化领域开始演进。公共文化是由政府主导、社会参与形成的普及文化知识、传播先进文化满足人民群众文化需求的公益性文化。尊重和保障公民文化权利是政府构建公共文化服务体系的出发点,提升国家文化软实力是构建公共文化体系的内在要求。政府作为主要的供给主体,最大限度地发挥政府作用是提升公共文化服务水平的关键所在。
With the acceleration of the process of socialist modernization, the competition in the overall national strength of the country has begun to evolve from the traditional military fields - the economic field - the scientific field - to the cultural field. Public culture is a commonweal culture dominated by the government and popularized by the society and disseminated with advanced culture to meet people’s cultural needs. Respecting and safeguarding the cultural rights of citizens is the starting point for the government to construct a public cultural service system. Improving the national cultural soft power is an inherent requirement of building a public cultural system. The government, as the main supplier, maximizes the government’s role as the key to enhancing the public cultural service.
