在水利基本建设管理体制改革中,发挥建设单位的主人翁精神,是搞好基建工作的关键。如何坚持水利基建的改革,靠谁来执行改革管理体制,靠谁起主导作用,是一个十分重要的问题。通过几年来的实践来看,划清建设单位和国家的关系,明确建设单位的职责,调动建设单位的积极性是至关重要的。在工程建设的全过程中,建设单位要全面组织、协调项目的建设,提高投资使用效果,对主管部门和项目主管单位负责。建设单位工作的好坏,是落实投资包干责任制的关键。因此,建设单位指导思想要明确,一是不要搞自营性的施工;二是要建立坚强的指挥机构;三是要加强全过程的管理;四是要增强计划的严肃性;五是要讲求社会经济效益。
