Aiming at different consumers’ utility heterogeneity of new products and remanufactured products, this paper constructs a two-layer super-network model of ecological supply chain composed of manufacturers and consumers. The objective of optimization is to maximize economic benefits, Impact and risk minimization. Considering the impact of environmental regulation and the proportion of products that can be recycled on the performance of the entire supply chain, the network equilibrium theory is used to describe the independent behaviors of different actors and the competition behaviors between the main bodies and the products. The results of data analysis show that the overall benefit of the system and the choice of the proportion of products to be reengineered by the enterprises depend largely on the product innovation efficiency and the way of government subsidies.
