“三农”问题已成为我国社会经济发展最主要的制约因素。“三农”问题的核心是农民问题,农民问题的核心是农民收入问题,农民收入问题的核心是农民的就业问题。而当前产业升级对劳动者的技能要求已越来越高,农村富余劳动力向二、三产业转移难度越来越大。劳动力市场和用工单位对劳动者的文化、技术和身体素质要求不断提高。因此,加强对农民的培训,是提高农村劳动力素质,增强其就业能力,实现稳定转移的关键。本文以富阳社区学院为例,阐述如何依托社区教育大网络,坚持“实际、实用、实效”的原则,创新“校政、校企、校农”相结合的培训模式,在实践中不断探索农民技能培训的方法和途径。
The issue of “agriculture, rural areas and farmers” has become the most important factor restricting China’s social and economic development.
