在当今世界科技高速发达、经济贸易迅速发展的情况下,加强我国的对外贸易交流,已成为我国社会主义经济建设中必不可少的一项内容。然而,过去年代动植物危险病虫害随贸易商品的交换给我国带来的巨大损失,使国人记忆犹新。所以,在新中国成立后,连续不断地制定了进出境动植物检疫的有关规定,并于1982年颁布了进出口动植物检疫条例,进而在1991年颁布了《进出境动植物检疫法》,使我国的进出境动植物检疫的法制建设走上一个新阶段。
With the rapid development of science and technology and rapid economic and trade development in the world today, strengthening China’s foreign trade exchange has become an indispensable part of China’s socialist economic construction. However, in the past years, the loss of animal and plant dangerous diseases and insect pests brought about by the exchange of trade commodities has caused tremendous losses to our country, which has left people with fresh memories. Therefore, after the founding of New China, relevant provisions for quarantine of animals and plants in and out of the country were continuously formulated. In 1982, the regulations on import and export animal and plant quarantine were promulgated, and in 1991 the Law on Entry and Exit Animal and Plant Quarantine was enacted. The legal construction of China’s entry and exit animal and plant quarantine legislation has embarked on a new stage.
