关税与贸易总协定(General Agreement on Tariffs add Trade)简称GATT,是调整大多数国家关税和贸易政策的多边国际协定,也是各国进行多边贸易谈判的主要场所,总部设在日内瓦,现有正式缔约方103个,其中70%为发展中国家和地区。包括我国在内的8个国家和地区正在申请加入或恢复地位。目前世界贸易量的90%以上是在GATT缔约方之间进行的。GATT成立至今,已进行了8次多边贸易谈判(第8次“乌拉圭回合”尚未结束),对削减关税和消除关税壁垒起了积极作用。发达国家的平均税率已从1948年的40%下降到目前的5%,这期间世界贸易增长了10多倍。
The General Agreement on Tariffs Add Trade (GATT) is a multilateral international agreement that regulates the tariff and trade policies of most countries. It is also the main venue for multilateral trade negotiations among countries. Its headquarters are in Geneva and existing formal parties 103 of them, 70% of them are developing countries and regions. Eight countries and regions including China are applying to join or restore status. More than 90% of the world’s trade volume is currently between GATT contracting parties. Since its establishment, GATT has carried out 8 multilateral trade negotiations (the 8th “Uruguay Round” has not yet concluded), which has played a positive role in reducing tariffs and eliminating tariff barriers. The average tax rate of the developed countries has dropped from 40% in 1948 to the current 5%. During this period, world trade has increased by more than 10 times.
