贫困问题是世界性难题,对发展中国家来说尤为突出。中国政府为扶贫开发做了大量工作。进入新世纪,面临新形势、新任务,进一步提高扶贫开发水平,解决贫困人口生存发展问题具有紧迫性和重要意义。在新的历史起点上,提高扶贫开发水平,要突出重点,处理好两大关系,形成保障消除贫困的长效机制。
The problem of poverty is a worldwide problem that is particularly prominent in developing countries. The Chinese government has done a great deal of work for poverty alleviation and development. In the new century, facing the new situation and new tasks, it is urgent and of great significance to further raise the level of poverty alleviation and development and solve the problems concerning the survival and development of the poor. In the new historical starting point, we must focus on improving the level of poverty alleviation and development and properly handle the two major relations so as to form a long-term mechanism for safeguarding poverty eradication.
