在全球经济一体化、世界逐步步入知识经济的今天,人力资源开发、人力资源管理已经被社会所高度重视。然而,人们对人力资源能力建设问题的认识还很不够。实际上人力资源开发、人力资源管理对国家、地区、乃至企业发展所起到的促进作用,相对于人力资源能力建设所起到的作用具有相当大的局限性。因此,我们必须要对人力资源能力建设给予高度的重视和科学的研究。
With the integration of the global economy and the gradual entry of the world into the knowledge economy, human resources development and human resources management have been highly valued by the society. However, people’s understanding of human resources capacity building issues is still insufficient. In fact, the role of human resource development and human resource management in the development of the country, region, and even the enterprise has considerable limitations relative to the role played by human resource capacity building. Therefore, we must give high priority to human resources capacity building and scientific research.
