今年中南大部地区,虽属农收,但河南及其他各省部份地区,水、旱、虫、雹及匪灾依然严重,同时由于国民党反动派统治的结果,人民饱受刮剑,家室空虚,亦非一年收成而能根本解决为历史所造成的灾难。以上这些情况,要求我们提高对灾情的警惕,不能麻痺大意。否则,只会使灾情扩大,变轻灾为重灾,因而加深人民的痛苦与我们自已的困难。因此特作如下指示:一、广泛的组织冬种与冬耕工作,并为明年春耕准备良好条件,号召群众多种麦田,多种早熟作物与代食品,如红萝卜、蔓青、辣菜以及麦田夹种油菜、灰灰菜等,各级政府应注意及时发放贷种,解决种子困难。同时注意进行冬耕翻地工作,这对明年春耕与杀除农业病虫害都有极大好处。 Although most of this year’s southern China and South China are rural areas, water, drought, insects, hail and bandit disaster are still serious in parts of Henan and other provinces.
