我省信息产业基础较好,近几年发展迅猛,在全国占有重要位置。面对世界信息革命大潮,我们要进一步解放思想,扬长避短,加快发展,进一步增强我省信息产业在世界范围内的竞争力。一、争取成为IT行业的世界性生产线。随着我国的进一步改革开放,特别是随着我国加入WTO,由于中国市场巨大,劳动力素质高,劳动力价格比较便宜,因而包括世界500强在内的大公司纷纷在中国东部地区建厂,或将生产基地迁到我国,这其中有许多是IT行业的巨子。最近我们视察的吴江市,土地人口都不多,交通也不算很方便,但它却在短短的两三年中吸引了100多家外资企业进驻开发区建厂,总投资已达11亿美元,近期可形成年产1000万台显示器、1000万电源、1000万台手机、1000万台DVD光驱、300万台扫描仪、200万台笔记型电脑、400万台式电脑的生产能力。由于世界先进的工厂采用的是零库存管理模式,因而,一个大的整机厂的周边可以吸引许多高水平的元器件配套厂。吴江的情况也是如此,现在已有许多配套元器件厂商也赶到开发区建厂。这就是IT产业的聚集效应和延伸效应。
The information industry in our province has a good foundation and has developed rapidly in recent years and occupies an important position in the country. In the face of the tide of world information revolution, we must further emancipate the mind, avoid weaknesses and accelerate development so as to further enhance the competitiveness of our province’s information industry in the world. First, strive to become a global IT industry production line. With China’s further reform and opening up, especially with China’s accession to the WTO, as China’s huge market, high-quality labor force, labor costs cheaper, and thus the world’s top 500 companies, including large companies have set up factories in eastern China, or Production base relocated to China, many of which are giant IT industry. Recently, we visited Wujiang City, with less land and less convenient transportation. However, it attracted more than 100 foreign-funded enterprises to set up factories in the development zone in just two or three years with a total investment of 1.1 billion US dollar, the recent formation of an annual output of 10 million monitors, 10 million power supplies, 10 million mobile phones, 10 million DVD drive, 3 million scanners, 2 million notebooks, 4 million desktop computers production capacity. Due to the zero-inventory management mode adopted by the world’s most advanced factories, the periphery of a large whole plant can attract many high-level components suppliers. The case of Wujiang is also true, there are already many supporting components manufacturers rushed to the zone to build factories. This is the aggregation and extension effects of the IT industry.
