科技期刊质量管理应该进入“全面质量管理”阶段,采用先进标准,实行标准化。ISO 9000族标准为国际标准化组织(International Organization for Standardization,ISO)TC176质量管理和质量保证技术委员会所制订的技术标准。ISO 9000族标准自1987年3月发布以来,在短短的十几年即为世界各国接受,在国际标准推广工作中极为少见,故被称为“ISO 9000现象”。此现象应引起科技期刊工作者的注意。结合科技期刊质量管理,阐述 ISO 9000族标准的质量管理原则,并简介了2000版 ISO 9000族标准的结构。提出科技期刊质量管理应该借鉴 ISO 9000族质量管理思想和标准。
The quality management of sci-tech periodicals should enter the phase of “Total Quality Management”, adopting advanced standards and implementing standardization. ISO 9000 family of standards for the International Organization for Standardization (ISO) TC176 Quality Management and Quality Assurance Technical Committee developed by the technical standards. Since its release in March 1987, the ISO 9000 family of standards has been accepted by countries in the world for just over a dozen years and is extremely rare in the promotion of international standards. It is therefore called the “ISO 9000 Phenomenon.” This phenomenon should attract the attention of sci-tech periodicals workers. Combined with the quality management of sci-tech periodicals, this paper elaborates the principle of quality management of ISO 9000 standard and introduces the structure of ISO 9000 standard of 2000 edition. It is suggested that the quality management of sci-tech periodicals should draw lessons from the quality management standards and standards of ISO 9000.
