食品安全事关人民群众的身体健康和生命安全,人民群众和人大代表极为关注。为了进一步规范食品生产经营活动,促进食品安全监管工作,确保人民群众身体健康和生命安全,天津市人大常委会把《中华人民共和国食品安全法》(文中简称《食品安全法》)列为2011年执法检查重点项目,用两个月的时间组织开展了深入的执法检查。实地察看了屠宰厂、食品生产加工企业、农产品市场、超市、饭店、学校食堂、营养配餐配送等9个食品生产经营和餐饮服务单位,召开了7次座谈会,深入了解和掌握了食品安全法在天津市的实施情况。针对调研情况进行总结分析,找出存在的问题及原因,对进一步改进执法监督工作,提高监督实效,确保人民饮食安全,提出对策与建议。
Food safety is related to the health and safety of the people, and people’s deputies and NPC deputies are extremely concerned. In order to further standardize food production and management activities, promote food safety regulation and ensure the health and safety of people, Tianjin Municipal People’s Congress listed the Food Safety Law of the People’s Republic of China (hereinafter referred to as “Food Safety Law”) as 2011 Law enforcement inspection key projects, with two months to organize an in-depth inspection of law enforcement. In the field, nine food production and operation units and catering service units including slaughtering plants, food production and processing enterprises, agricultural products markets, supermarkets, restaurants, school canteens and nutrition distribution and catering were held. Seven seminars were held to thoroughly understand and master the Food Safety Law Implementation in Tianjin. To summarize and analyze the situation of the investigation, find out the existing problems and reasons, and put forward countermeasures and suggestions on how to further improve law enforcement and supervision, raise the effectiveness of supervision and ensure people’s food safety.
