2013年年初,国家电网公司全面启动县供电企业和乡镇供电所管理提升工程,2013年5月,印发《关于实施乡镇供电所管理提升工程的意见》,按照国家电网公司对于加强系统末梢供电所管理的顶层设计,今明两年,供电所的管理提升工作有了新的方向和重点。处在不同发展阶段的供电所该如何顺应趋势、找准定位、有效地提升管理?自我超越的起点是突破管理短板。突破管理的困局在于突破管理短板。2013年以来,国家电网公司印发《国家电网公司关于开展乡镇供电所管理问题排查工作的意见》之后,各级农电管理主体相继开展乡镇供电所管理问题大排查活动。在活动推动下,乡镇供电所不断加大自我诊断,开展自查自纠和问题大排查活动,寻找自身的管理短板。从体制机制、自身特性、发展阶段、管理基础、内外环境、细节管理等方面,全面、细致梳理出重点问题和薄弱环节,深入剖析主客观原因,探寻问题到底存在在哪里,到了什么程度,如何找到解决问题的突破点和切入点等。
