３００年前我国曾经错过了由新兴工业技术改变传统农业的机遇，今天，我们又面临着高技术产业化形成的知识经济时代变革的挑战。面对２１世纪的知识经济，发展的决定因素是创新能力。江泽民同志１９９８年２月１４日在北京也指出：“创新是一个民族进步的灵魂，是国家兴旺发达的不竭动力”。管理创新是创新的核心内容，是知识经济时代的主旋律。在由工业经济迈向知识经济的进程中，加强管理创新的研究，提高企业的管理水平，对提高企业经济效益，促进社会稳定繁荣，具有重要的意义
