随着城市化、工业化进程的加快,大量的农田被征用,使得标准水田面积日益减少,而山地、园地、低丘缓坡等旱地资源相对丰富。特别是近年来在国家占补平衡政策的制约下,各地的新垦造耕地、＂旱改水＂耕地数量较多,排灌等基础设施条件得到改善,但又无法完全满足常规水稻种植的要求。而稳定粮食生产的刚性目标,必须有效利用现有耕地,提高粮食播种面积,进一步保障粮食安全,节水抗旱稻的推广种植成为必然。
