此次中央印发的《党政领导干部选拔任用工作条例》在干部选拔任用制度上突出体现了两大亮点。首先,《条例》将十八大以来,尤其是三中全会中关于干部人事制度的改革成果进一步制度化、细节化,对于干部选拔任用制度中的创新措施加以完善,对于在实践中效果好的措施则加以保留和巩固。例如,《条例》提出,公开选拔、竞争上岗应当科学规范测试、测评,突出岗位特点,突出实绩竞争,注重能力素质和一贯表现,防止简单以分数取人,这体现了干部选拔任用措施的调整
