切实推进政府职能转变,形成科学、合理、有效的政府监管体系既是行政管理体制改革的重要内容,也是实现国家治理体系和治理能力现代化的必由之路。但当前东北老工业基地地方政府在监管理念、监管方式、监管执行力、监管流程和监管体系上都存在问题,即注重审批的监管理念缺乏科学性,主观随意的监管方式缺乏规范性,无力偏差的监管执行缺乏实效性,预警弱化的监管流程缺乏前瞻性和权责混淆的监管体系缺乏有序性。究其原因,主要有计划经济体制的历史惯性,规则淡化的地域文化诱导,重权力的官本位思想束缚以及无序紊乱的归口监管体制。若要解决这些问题,须强化事中事后监管、建立“双随机,一公开”机制、加强行政引导建设、完善事前预警系统、明确“三张清单”制度和落实依法监管原则。

To solve these problems, it is necessary to strengthen the after-the-fact supervision of the matter and establish a mechanism called “double randomness and openness,” strengthen administrative guidance and construction, improve the advance warning system, clear the “three lists” and implement the principle of supervision in accordance with the law.
