党的十二届三中全会以来,企业内部经济责任制正在进一步向深度和广度发展,创造了不少新的经验,希望各级经委认真检查一下推行经济责任制的做法和效果,总结经验,具体指导,使其进一步完善,在改进企业经营管理工作中发挥更大的作用。要注意经营者的利益,落实对企业经营者的奖罚政策。要防止和纠正少数企业领导干部滥用职权,给自己发奖金、增加工资数量过多;但当前总的倾向还是对经营者的利益注意不够。要尽快研究对承包经营者奖罚的办法。

We must pay attention to the interests of business operators and implement the rewards and penalties policies for business operators. We must prevent and rectify the abuse of power by a few leading cadres, give bonuses to themselves, and increase the amount of wages; however, the current general tendency is still insufficient attention to the interests of business operators. It is necessary to study the method of awarding and penalizing contractors as soon as possible.
