我国海洋运输政策基本上经历了两个时期:计划经济体制时期与改革开放时期。在计划经济时期,我国的海洋运输事业基本上由国家管理与经营,这一时期的主要任务是如何从一个旧中国航运事业,尤其是海洋运输业十分落后的状况,逐步转变为拥有自己远洋运输船队为主体的、与中国日益增长的国际地位相适应的远洋运输业,以促进现代化经济建设事业的发展。与此相适应的该时期我国航运政策侧重于以下两个方面:制定有利于逐步开创我国国际航运事业的政策;制定加快我国航运事业发展的政策。改革开放以来,为了适应国际经济高

During the period of planned economy, China’s marine transportation business was basically managed and run by the state. The main task during this period was how to gradually shift from a very backward shipping industry in the old China to a shipping company with its own ocean shipping Fleet as the main body, and China’s growing international status of the ocean to adapt to the transport industry in order to promote the development of modern economic construction.
