“星火计划”正是一个旨在把科学技术的“火种”引向广大农村、乡镇企业,促进科学技术面向基层,振兴地方经济的计划。不是单纯的搞几个项目,而是通过安排一批具有代表性和有影响的项目,以起到示范作用和培养人材的作用,进而在大范围内推广应用,逐步达到“星星之火,可以燎原”之势。“星火计划”是促进地方经济振兴的一项战略性措施,完全符合我国经济建设发展的需要。要在做好调查研究的基础上,针对优势资源的开发利用,选好一批“短、平、快”示范项目,充分依靠科学技术的力量,发展一批各具特色的带头的乡镇企业,进而拓宽推广,形成“气候”。不仅对提高乡镇企业的生产技术水平,而且对促进国民经济的发展产生更大的影响。
