为加强政府交通投资管理,提高政府交通投资资金的使用效益,强化投资项目的全过程监管,需要对政府交通投资绩效进行考核、分析、评估。构建包括投资决策、管理、产出和效益等方面的4个一级指标、15个二级指标和32个三级指标的政府交通投资绩效评价指标体系,充分考虑指标之间的网络层级结构和政府交通绩效评价特点,利用ANP方法测算指标权重,采用模糊综合模型进行评估,最后例证政府交通投资绩效评价体系的可行性和科学性。研究结果表明:政府交通投资绩效评价体系可以从不同视角有效地反映政府交通投资成绩和效果,对于完善政府投资绩效评价理论具有重要意义。
In order to strengthen the management of government traffic investment, improve the utilization efficiency of government transportation investment funds and strengthen the supervision over the entire process of investment projects, the government transportation investment performance needs to be assessed, analyzed and evaluated. The government transport investment performance evaluation index system including 4 first-level indicators, 15 second-level indicators and 32 third-level indicators in terms of investment decision-making, management, output and benefits is constructed and the network hierarchy between indicators is taken into full consideration Government traffic performance evaluation features, the use of ANP method to measure the weight of indicators, the use of fuzzy comprehensive model for evaluation, and finally illustration of the government transport investment performance evaluation system is feasible and scientific. The results show that the government transportation investment performance evaluation system can effectively reflect the achievements and effects of government traffic investment from different perspectives, which is of great significance for perfecting the government investment performance evaluation theory.
