针对车务段在铁路局直管站段新体制下,管理范围扩大、人员增多、安全管理的难度增加的问题,提出了建立激励约束机制、强化现场监督控制、落实问题整改制度和加强职工教育培训等建议措施,通过提高车务段的安全管理力度确保运输安全稳定,以适应铁路体制改革和运输生产的需要。
