为适应上海经济社会的快速发展,上海市把发展社会工作作为构建和谐社会的主要任务,努力建设多领域、多功能、职业化、专业化社会工作体系,为服务人民群众、创新社会管理、优化公共服务、维护社会稳定、构建和谐社会做出了新的探索。尤其可贵的是上海市在探索发展社会工作的进程中,既注重学习借鉴国外先进理念和做法、坚持高起点和国际接轨,又注意紧密结合上海实际,积极探索适合本国、本地的本土化实务经验。既通过政策制定,立足于建立健全社会工作的职业化发展体系,又通过实务推进,努力提升社会工作的专业化水平。既通过民政系统示范推进,又协调各社会工作领域全面推进。既强调党政的主导作用,又积极探索社会工作的社会化运作。在“国际和国内”,“制度和实务”,“职业化和专业化”,“系统内和系统外”,“行政化和社会化”等各个方面进行了有益探索,初步形成了“党政主导、职能推进、部门协调、社会运作、各方参与”的社会工作发展格局。
