在 1999年度河南省社科联社会科学优秀成果评选过程中，大专院校申报数量和获奖数量居多，中青年作者居多，具有副高以上专业技术职称者居多。与往年相比，这一次评奖的优秀成果数量有所增多，质量有所提高；选题较好，有一定的创新性；研究方法先进，新学科增多；基础理论与应用理论研究并重；精品力作数量大幅度增加。与此同时，也存在学科发展不平衡，研究欠深入，成果推广应用渠道不畅等问题。
