具有疆域意义的国家主权与不受疆域限制的互联网空间存在一种坚韧持久的张力,构成了关于互联网关键资源、网络安全、知识产权、内容监管等全球互联网治理框架下国际关系的破坏性力量。以公共产品视野构建全球互联网治理体系冲突性的分析框架,可以检视全球互联网治理体系中的供给主体、实现机制、政策主张的强烈冲突。中国作为全球互联网治理体系的重要供给主体,更需要在矛盾冲突中探寻构建全球互联网治理体系的中国路径。
There exists a tenacious and lasting tension between the territorial national sovereignty and the territory-free Internet space, which constitutes the devastating force of international relations under the framework of global Internet governance such as the key resources of the Internet, cyber security, intellectual property rights and content regulation. With the public product vision to construct the analytical framework of the conflict of the global internet governance system, we can examine the supply subject in the global internet governance system and realize the strong conflict of the mechanism and the policy proposition. As an important supplier of the global Internet governance system, China also needs to explore the China’s path of building a global Internet governance system in contradictions and conflicts.
