中国石油天然气集团公司重大科技专项具有投资额度大、涉及专业面广、目标性强、承担单位多等特点,对项目组织管理方面提出了巨大的挑战。根据集团公司科技管理部推行的“设计、组织、实施和目标”四个“一体化”项目管理理念,以新疆和吐哈油田油气持续上产勘探开发关键技术研究重大科技专项为例,介绍了专项在组织管理方面的经验和做法,对实施过程中存在的问题提出了合理建议,可为其他重大项目的管理提供借鉴。
China National Petroleum Corporation major science and technology projects with a large amount of investment, involving a wide range of professional, strong objectives, commitment units and many other characteristics of the project organization and management presented a huge challenge. According to the project management philosophy of “Design, Organization, Implementation and Objectives” and “Integration” of “Design, Organization, Implementation and Objectives” implemented by the Science and Technology Management Department of the Corporation, the major scientific and technological projects of key technologies for exploration and development of oil and gas in Xinjiang and Tuha Oilfield continued For example, the special experiences and practices in organization and management were introduced, and some reasonable suggestions on the problems in the implementation process were put forward so as to provide reference for the management of other major projects.
