公共政策评估是公共政策过程的重要方面,随着公民社会成为热点,政策评估开放到公民参与的领域是潮流。公民要求参与的呼声强烈,但从政策评估层面的研究也不多。本文从政策评估公民参与的相关概念进行界定,引用学者的观点进行补充,从范围、制度、渠道、教育、非政府组织等角度进行政策评估下公民参与的现状进行阐述。针对现状的困境提出意见与建议,加大宣传和发展非政府组织,进一步以加强政务公开,协助公民参与,完善相关法律法规,以保障公民的合法权益。
Public policy assessment is an important aspect of the public policy process. As civil society has become a hot spot, policy assessment is opening up to the area of citizen engagement. Citizens demand strong participation, but there are not many studies on policy assessment. This paper defines the related concepts of citizen participation in policy assessment, supplements it with reference to scholars, and expounds the current situation of citizen participation from the aspects of scope, system, channel, education and NGO. In view of the plight of the status quo, put forward opinions and suggestions, increase publicity and development of non-governmental organizations, and further strengthen the transparency of government affairs, assist citizens to participate in and improve relevant laws and regulations in order to protect citizens’ legitimate rights and interests.
