2005年5月1日起,具有中国电价改革里程碑意义的《上网电价管理暂行办法》、《输配电价管理暂行办法》和《销售电价管理暂行办法》(发改价格[2005]514号)将正式执行。业界翘首以盼的这三个电价管理办法(以下简称“新电价管理办法”)有哪些特点?将对电力市场化改革、对电力市场主体、用户和上下游行业产生哪些影响?电力企业如何执行“新电价管理办法”?围绕这些热点问题,本刊邀请了9位参与文件制定或研讨的专家,召开了“新电价管理办法”专题座谈会。由于篇幅所限,本刊只能摘其发言的精华(专家发言只代表个人观点),分上、下两期围绕专题整理综述,以飨读者。
