第十届全国人民代表大会常务委员会第十一次会议通过的《关于完善人民陪审员制度的决定》(以下简称《决定》)将于今年5月1日起正式实施,这是保障司法公正的重大举措。为了更好地贯彻《决定》,最高人民法院会同司法部制定了《关于人民陪审员选任、培训、考核工作的实施意见》;最高人民法院还制定了《人民陪审员人事管理工作办法》和《人民陪审员培训办法》及培训大纲。《决定》是我国历史上第一部关于人民陪审员制度的单行法律。
