自1958年英国著名的政治学家和历史学家诺斯古德·帕金森,发表了他那本蜚声于世的小品杂文集《帕金森定律》以来,“帕金森定律”一词几乎成了官僚主义机构及作风的代名词。令人吃惊的是,这位利物浦大学的教授在这本奇书中仿佛探到了一条世界上所有国家的机构都无法避免的规律。在中国,我们的行政机构所面临的机构膨胀、官员冗多、效率低下等总是克服不了的官场的弊端,似乎正在验证着这条可怕的定律。然而改革中的社会主义的中国毕竟已不同于50年代的官僚政治统治下的英国,新世纪即将到来之际,也是《帕金森定律》一书问世整整40年之后,正在向纵深推进的中国改革又进入到一个新的层面:全国九届人大一次会议通过的《国务院机构改革方案》,揭开了我国政治体制改革新的一页——向帕金森定律宣战,进行政府机构的改革!
Since 1958, the famous British political scientist and historian North Goodard Parkinson, published his famous essay collection “Parkinson’s Law,” the term “Parkinson’s Law” has almost become the Bureaucratic agencies and workmanship pronoun. When the new century is approaching, 40 years after the book of the “Law of Parkinson’s” was published, the reform of China is proceeding to a deeper-going reform in China And entered a new dimension: The “State Council Institutional Reform Program” passed at the first session of the Ninth National People’s Congress opened a new page in the reform of China’s political system - declaring war on Parkinson’s Law and reforming government agencies.
