思想政治工作是经济工作和其它一切工作的生命线。在新世纪如何发挥思想政治工作的优势,为水利事业的持续、快速、健康发展提供精神动力、智力支持和思想保证,是摆在各级领导面前的一项重要课题。新世纪思想政治工作需要继承,但更需要在继承基础上的创新。自1995年以来,河北省水利系统以马列主义、毛泽东思想和邓小平理论为指导,以创建艰苦创业室和荣誉室(简称“两室”)为突破口,积极探索思想政治工作的新方式、新途径,并取得了很好的成效,得到了水利部等部门领导的肯定。2000年10月26日至29日,在水利部召开的全国水利系统思想政治工作会议上,部党组成员、纪检组组长刘光和指出,河北创建“两室”的经验很好,有条件的单位要像河北那样创办“艰苦创业室”和“荣誉室”,利用图片、文字、录像和实物,把水利建设所取得的成就展现在世人面前,教育广大干部职工。本刊从本期开始,特开辟“两室”建设专栏,全面回顾和总结“两室”建设的做法、效果和经验,为新世纪的思想政治工作增添新的风采。
