在毛主席革命路线指引下,东京城林业机械厂坚持以阶级斗争为纲,用革命统帅生产,发动群众,自力更生,因陋就简的试制成功了JL-23 A型移动式绞盘机。这种移动式集材绞盘机,是将两卷筒绞盘装置安装在集材-50拖拉机上,用拖拉机的动力,利用气压控制。该机现正用在我局高山脚、石塘带地区的架空索道集材。
