2006年下半年开始,劳动和社会保障部贯彻国务院《关于解决农民工问题的若干意见》(国发[2006]5号),在全国雷厉风行地推行农民工大病医疗保险。然而,由于该运动匆匆发动,未做深入仔细的调研设计,导致农民工参加何种社会医疗保险的规定不明确、不具可操作性,农民工个体参保问题更是扩面工作的难点。农民工大病医疗保险的免责期普遍过长,缴费周期不灵活,费率与待遇不匹配,待遇水平一般都偏低,且未做长远考虑。农民工大病医疗保险参保率不高,其复杂的社会原因值得政府、企业、农民工和社会各界深思,政府上下级劳动保障部门之间、劳动保障行政部门和经办事业单位之间的博弈都举足轻重。
