党的十八大报告提出:“创新行政管理方式,提高政府公信力和执行力,推进政府绩效管理。”十八届三中全会决定进一步强调:“严格绩效管理,突出责任落实,确保权责一致。”探索绩效管理,实现评价绩效化,是提高政府效能、建设现代政府的必然要求,也是推动机关事务治理体系和治理能力现代化的重要举措。梳理政府绩效管理的国内外实践,紧扣机关事务工作实际,研究推行绩效管理的思路与措施,具有理念创新与实践创新的双重价值。
