2009年以来,云南省实施了大规模的中低产田地改造。介绍了云南省中低产田地改造取得的成效,深入分析了中低产田地改造及资金筹措整合中存在的问题,结合“十二五”期间中低产田地改造的任务及资金需求,有针对性地提出了进一步加大中低产田地改造及资金筹措力度的建议:拓宽渠道加大投入,着力形成多元化投入机制;转变方式扩大范围,构建支农资金大整合格局;着力突出改造重点,切实强化山区、半山区改造;加大奖惩监管力度,充分调动各方改造积极性;强化农艺管护措施,确保发挥项目长期效益。
Since 2009, Yunnan Province has implemented large-scale transformation of middle-low yield farmland. This paper introduces the achievements made in the transformation of medium and low yield farmland in Yunnan Province, deeply analyzes the existing problems in the reorganization of middle and low yield farmland and the fund raising and integration. In connection with the task and fund demand for the transformation of middle and low yield farmland during the “12th Five-Year Plan” period, Proposed to further increase the transformation of low-yield fields and fund-raising efforts: Broaden the channels to increase investment, efforts to form a diversified investment mechanism; to change the way to expand the scope of building a large pattern of supporting agriculture funds integration; focus on highlighting the focus of reform and effectively strengthen Mountainous areas and semi-mountainous areas; intensify supervision and reward and punishment efforts and fully mobilize the enthusiasm of all parties to transform; intensify agronomic management and protection measures to ensure long-term benefits of the project.
