科学有序发展太阳能发电是实现我国能源和电力可持续发展的战略选择,也是推进生态文明建设的客观要求。光伏发电具有优质能源劣质电的属性,而光热发电则具有优质能源优质电属性。要从经济社会、能源革命和电力系统角度,切实贯彻落实《可再生能源法》,健全完善太阳能发电科学发展新机制,加快解决技术、经济和管理问题,着力提高发展质量。
Scientifically and orderly development of solar power generation is a strategic choice for realizing the sustainable development of energy and power in our country and an objective requirement for promoting the construction of ecological civilization. Photovoltaic power generation has the property of high-quality energy inferior electricity, while the photothermal power generation has the high-quality energy quality electrical properties. We must earnestly implement the “Renewable Energy Law” from a socio-economic, energy and power system perspective, improve and perfect a new mechanism for the scientific development of solar power generation, expedite the resolution of technical, economic and management issues, and strive to improve the quality of development.
