秦汉时期中央政府在维持全国政策的一般性、总结对其他少数民族地区治理经验的基础上,根据云南地区和当地各族经济社会发展的特殊性、阶段性,形成了分别针对少数民族、内地移民和各经济部门并与政治、军事政策相协调的经济政策,成为国家经济政策在边疆民族地区的合理延伸。更为重要的是,秦汉中央政府还将先进的生产方式引入云南地区,尤其是使少数民族基层民众从中获得收益,以先进的生产方式瓦解落后制度的经济社会根基,带动当地经济社会的进步,从根本上保证了云南边疆的稳定和发展。
During the Qin and Han dynasties, the Central Government, on the basis of maintaining the generality of the national policy and summing up the experience of governance in other ethnic minority areas, formulated the special and phased plans for the economic and social development in Yunnan and the local ethnic groups, Economic policies coordinated with various economic sectors and with political and military policies have become a reasonable extension of the national economic policies in the border ethnic areas. Fundamentally guaranteed the stability and development of border areas in Yunnan.
