大力推进农村基层党建工作,不断增强农村基层党组织的创造力、凝聚力和战斗力,是建设社会主义新农村的坚强政治保证和组织保证。辽宁农村基层党建工作现今面临的新问题、新矛盾、新挑战日渐突出,乡村党组织的战斗力亟待提升,党对农村工作的领导方法、执政方式亟待改进。辽宁农村基层党建工作必须与时俱进,确立新目标,研究新思路,采取新对策,开创新局面。
