Jinjiang City, Fujian Province, the county economic center, the total economy for 20 consecutive years ranked first in the province-level county. With the increase of spending power, the number of consumer complaints and reports has remained at a high level in recent years. According to statistics, the number of consumer complaints and reports handled by Jinjiang Administration for Industry and Commerce in 2011, 2012 and 2013 respectively reached 3,405, 3,041 and 3,084. How to make better use of emerging social tools to increase quality and efficiency, expand communication channels and smoothly meet the needs of the masses,
