根据“入世”承诺,中国逐步放开国内文化服务市场,并积极开展文化服务贸易。中国文化服务贸易发展大致经过三个阶段:取得显著成效;发展迅猛;文化服务贸易额逐年增长。但中国文化服务贸易所占世界文化服务贸易份额小、利润率低。通过服务贸易总额、出口市场占有率指数、贸易竞争优势指数、显示性比较优势指数等指标,可以看出中国文化服务贸易的国际竞争力相对较弱,仍有较大的增长空间。中国可以通过介入贸易规则谈判,加强国际合作、加快对外文化贸易体制的改革、促进传统文化与现代文明协同发展来为文化贸易发展提供坚实的内容支持、注重文化贸易人才培养、延长文化贸易的产业链条等措施来提高中国文化贸易国际竞争力。
According to the promise of “WTO accession”, China gradually liberalized its domestic cultural service market and actively conducted trade in cultural services. The development of China’s cultural service trade has basically gone through three stages: remarkable results achieved; rapid development; and the growth in the volume of cultural services trade. However, the proportion of world cultural trade in services accounted for by the Chinese culture service trade is small, and its profit margin is low. Through the indicators of total service trade volume, export market share index, trade competitive advantage index and display comparative comparative advantage index, we can see that the international competitiveness of China’s cultural service trade is relatively weak and there is still much room for growth. China can provide solid content support for the development of cultural trade through intervening in the negotiation of trade rules, strengthening international cooperation, accelerating the reform of the foreign cultural and trade system, promoting the coordinated development of traditional culture and modern civilization, emphasizing the cultivation of talents for cultural trade and the extension of the industry of cultural trade Chain and other measures to improve the international competitiveness of Chinese culture and trade.
