改善西部大开发的法制环境,应该立法先行,做到有法可依,发挥法律的引导、规范、促进、服务和保障作用,保障西部大开发战略的顺利实施。加快地方立法步伐,发挥地方立法优势,是加快新疆大开发的重要方面,是把新疆大开发纳入法制轨道的基础性工程,是一项亟待深入的工作。新疆的大开发,必须与新疆立法同步进行。
To improve the legal environment for the large-scale development of the western region, we should take the lead in legislation so that we can act according to the law and give play to the guiding, regulating, promoting, serving and safeguarding functions of the law so as to ensure the smooth implementation of the strategy for the extensive development of the western region. Speeding up the pace of local legislation and exerting the advantages of local legislation is an important aspect of accelerating the great development of Xinjiang. It is also a basic project that takes Xinjiang’s large-scale development into the track of legal system and is an issue that requires urgent and in-depth work. The great development of Xinjiang must be carried out simultaneously with Xinjiang’s legislation.
